Collaboration
BHCS collaborates with other institutions and organizations focused on quality improvement through operational change and research, including:

The Leapfrog Group
The Leapfrog Group, in conjunction with the National Quality Forum, aims to improve patient safety and health care quality by publishing hospital performance survey results on recommended safety practices. The survey is based on the National Quality Forum's 30 Safe Practices.

International Society for Quality in Health Care
From 2001 to 2003, David Ballard, MD, MSPH, PhD, FACP, Executive Director and BHCS Endowed Chair of the Institute for Health Care Research and Improvement, served as President of the International Society for Quality in Health Care (ISQua), a non-profit independent organization with members in over 70 countries.

ACTION In 2004, BHCS joined the Accelerating Change and Transformation in Organizations and Networks (ACTION) initiative (formerly the Integrated Delivery System Research Network [IDSRN]) led by the Research Triangle Institute (RTI) in Research Triangle Park, NC.

The network was developed by the Agency for Health Care Research and Quality (AHRQ) to capitalize on the research capacity of and research opportunities within integrated delivery systems. Projects focus on quality initiatives and emphasize rapid-cycle testing and dissemination.

DEcIDE
In collaboration with the project's co-investigators from the RTI's Evidence Based Practice Center and ACTION, IHCRI was recently selected to participate in AHRQ's Developing Evidence to Inform Decisions about Effectiveness (DEcIDE) Network.

The network's purpose is to create a collaborative research and practice-based program to assist AHRQ and other federal agencies in the development of new scientific knowledge regarding health care outcomes and services. Its goals are to develop new scientific evidence and analytic tools to assist healthcare providers in offering effective and appropriate services and to highlight the importance of information technology in raising standards of quality improvement.

Joint Commission Goals
BHCS seeks to achieve the National Patient Safety Goals established by the Joint Commission, the nation's predominant standards-setting body in health care. Joint Commission, an independent, not-for-profit organization, evaluates and accredits nearly 15,000 health care programs in the United States.

National Quality Forum
The National Quality Forum (NQF) is a private, not-for-profit membership organization created to develop and implement a national strategy for healthcare quality measurement and reporting. Numerous BHCS leaders provide direction for the NQF by serving on technical advisory and steering committees.

Institute for Healthcare Improvement
BHCS participates in the Institute for Healthcare Improvement (IHI) 5 Million Lives Campaign, a national project to save five million lives from incidents of medical harm in U.S. hospitals from December 2006 through December 2008.

IMPACT
BHCS belongs to the collaborative IMPACT network of the Institute for Improvement. The network's goal is to transform health care in five critical areas:

•  Patient safety
•  Office practice and outpatient settings
•  Flow through the hospital
•  Intensive care settings
•  Work force development

TMF Health Quality Institute
BHCS reports Core Measures data to TMF, which conducts health projects across Texas to improve patients' health and quality of life.

TMF also sponsors the Texas Health Care Quality Improvement Award, which publicly recognizes hospitals that demonstrate a commitment to improving the quality of medical care they provide to Medicare beneficiaries. In 2007, this award was received by 6 BHCS facilities: Baylor All Saints Medical Center, Baylor Heart and Vascular Hospital, Baylor Medical Center at Waxahachie, Baylor Regional Medical Center at Plano, Baylor Regional Medical center at Grapevine, and Baylor Medical Center at Irving.
