Significant health care delivery and outcome disparities persist among historically underserved populations. The 2002 Institute of Medicine report Unequal Treatment: Confronting Racial and Ethnic Disparities in Health Care instituted a national dialogue about opportunities for health care quality improvement and strategies to close the gaps in health status for America's minority populations.
In 2006, BHCS developed the OHE to reduce variation in health care access, health care delivery, and health outcomes that is based on personal characteristics such as race, gender, age, and socioeconomic status.
